| Abstract |
Water quantity management does not become easier, due to possible changes in the climatological conditions but certainly also because of the numerous human interventions in the natural water-systeem. Water quality problems equally play a part in an efficient quantity management. Climatological extremes have been piling up during the ninetees. The article dilates upon the extremely high water levels during the winters of ‘93/’94 and ‘94/’95 (note: the redaction of the article was, except for the addition of the new preliminary design of the decree - finished in the spring of 1998) and comments on the periods of drought in the summer of 1994 and the autumn of 1995. Human interventions concern in the first place town and country planning: new residential areas are added and sometimes built near the waterways. Making the ground impenetrable heightens and accelarates the drainage of water to the waterway. Ditches and waterways were used for the drainage of the wastewater. The additional environmental hinder in combination with new housing needs have lead to the straithening of rivers and the covering of ditches. In view of the drainage of the wastewater and its efficient purification, many sewer systems had to be installed. By means of the so-called mixed sewer systems however, the rainwater is also drained. This mixed system negatively influences not only the yield of the purification plants, but also necessitates the construction of spillways. The water manager has to dispose of a good information flow and adequate predicting- and simulation models for what concerns the waterlevel and water flowrate. The article dilates upon the existing measuring nets and mathematical models and the further desired evolutions. Furthermore, the article discusses certain management problems: the adequate level management, the necessary maintenance of the waterways and the problem not underestimating of the pollution of the underwater grounds and the difficulties regarding the discharge of dredgings. It is clear that a good water management is closely connected with a good spatial planning. The cooperation between the different water managers is also of special importance. To obtain an integral approach, the Flemish Integral Watercomity (V.I.W.C.) was founded. In the near future, the water policy will be prepared with a more methodical approach. The long term vision for the water management will be set down in the water policy plan of Flanders and will be further developed in basin-management plans. |
