By an order dated 12 November 2002, Mr President of the Court appointed a panel of 5 experts (including Mr. Peters) with the mission:
to regroup all the studies on the Var for the purpose of
determining whether the published flood reference can be validated
if they sufficiently take into account the consequences of the proposed work to the risk of flooding
if they determine precisely the level of lowering or elimination of thresholds involved in the RN 202bis - project to enable a satisfactory stormwater runoff , solid materials and hilly waters in relation to flood risk , erosion and rupture thresholds and dikes
if they offer any good technical solution for modifying the base and the level of RN 202bis , as well as work and preventing and protecting works to realize not increase the risk of flooding
where necessary to complement or supplement to these studies on all the points above-named
