Abstract |
The general objective is to develop a National Oil and Chemical Spill Contingency Plan for Slovenia (NOCSCP) in order to organise an early and effective response to spills of harmful substances affecting or likely to affect the territorial seas of Slovenia, the coastline and harbour zones of the main Slovenian port, Koper. This is a priority project for the Slovenian authorities to fulfil the Barcelona Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean. Major objective is to elaborate a National Oil and Chemical Spill Contingency Plan based on the existing National Plan of Intervention in case of Accidental Marine Pollution (1990), which is currently under revision. This revision will take in account the newly implemented EU laws and international conventions related to the protection of the marine environment, development of guidelines for oil and chemical spills evaluation, identifying high risk areas, development of a database on export/import of harmful substances, identifying priority – sensitive – areas for protection and clean up, risk assessment of oil and chemical spills on basis of database on export/import, defining a spill control strategy and defining responsibilities and policies for combatement of oil and chemical spills conform the guidelines of the Regional Marine Pollution Emergency Response Centre for the Mediterranean Sea (REMPEC). |
