Abstract |
Disasters such as: the Tsunami of December 2004 or the Prestige accident at the north Spanish coast, question the efficiency of the interconnections between the available technologies and the Risk Management systems. For this reason it is important, in order to improve prevention, response, damage assessment and capitalisation to establish mechanisms to interconnect the different data systems and actors.
This interconnection is not easy to implement since it requires the comprehension and collaboration between: countries, different fields of competence (from National to Local) and a priori and a posteriori actions (prevention, response, reconstruction) Currently these processes are not linked, since the available data systems are not globalized, neither they use the same standards. WIN is an Integrated Project partly funded by the European Comission's 6th framework program, under the priority 2.3.2.9 "Improving Risk Management". WIN develops an interoperable info-structure that will be a major element of the future Single European Information Space for what concerns the environment and risk management. WIN high interoperability directly results from the compliance of WIN info-structure with existing and emerging standards (ISO, OASIS, W3C, OGC) and the collaboration established with several other projects launched by EC or ESA. Current results include the data information models, the service oriented architecture with its set of generic services and workflow management facility. These results constitute an efficient and open framework, useful in various environmental and risk management contexts. The last year of WIN project will be focused on validation, experimentation, evaluation and preparation of the deployment of the solution, in several thematic. Two domains of experimentation are defined :
WIN deployment roadmap targets at a wide range of opportunities at European and regional level, on several thematic like shoreline monitoring, water resources management, and various land-based risks management domains. |
