In order to upscale marine restoration, a strong legal framework is indispensable. The European Union (EU) Nature Restoration Law (NRL), adopted in 2024, holds specific and detailed provisions on restoration of marine ecosystems. This new law could, if well-implemented, provide the incentive to boost marine restoration efforts within the EU. The NRL builds and complements existing restoration provisions in EU law. The added value of the NRL is provided through (1) its clear aim and objectives and specific restoration targets and timelines, (2) more explicit restoration obligations for the marine environment, (3) the added support of restoration plans, which will be key for the implementation of the NRL and for its complementary role to the achievement of wider environmental objectives, (4) more detailed provisions on monitoring and (5) its applicability beyond Natura 2000 areas. |
